Sometime between v3 and v4, NS "changed" the spec (and their docs) from
a 2 digit year to a 4 digit one. v4 of Communicator accepts
both but older ones just accept 2 digit ones... :/

I _think_, however, that even so, it correctly interprets 02 as 2002
(for example).
