I can see both sides of the argument, but I also tend to agree
that maybe the default be On.

Now that SERVER_SUBVERSION does nothing, the idea was that we needed
some way for the webmaster to add that capability without editing
code. Hence the config directive.

Oh yeah... I think we should remove SERVER_SUBVERSION totally from
the code now, unless we use that idea of having it added by default
as before. As it is, right now it's simply stupid :) :)
