Hey are there a compile-time methods of detecting this?  Like: 

#if PR_FEATURE_TCPSOCKETPAIR
    code which uses PR_NewTCPSocketPair
#else
    code which does it a more portable way
#endif

... 

#if !PR_FEATURE_MMAP_FILES
#error "sorry! you can't build this module for this version of NSPR!"
#endif

?
