Subject [PATCH] NT CGI chdir fix

Here is a fix for the NT chdir problem. A simple one liner...

Tested it by doing a getcwd() from inside a CGI script and verifying that the
working directory was set correctly. The change is inside a preexisting
 WIN32 #ifdef so should not impact other platforms.
