That's not how I read Brian's note at all.  He said 'no 1.3b8, we'll
go straight to 1.3.0' - which I interpreted as including the changes
made *since* 1.3b7.  We'd just call it 1.3.0 instead of 1.3b8.

Did anyone else read it that way?
