1.3b7 should be our release candidate for 1.3.0.  We have a number of
outstanding issues, but I believe trying to tackle all outstanding issues
to be a sisyphusian battle.  We should aim to have all show-stoppers either
tackled or obviated for 1.3b7.

To make it easier on those of us with day jobs (and i'll be travelling on
thursday) I would like to propose releasing on Monday, i.e. 1.3RC on Monday
the 11th, and 1.3.0 on Monday the 18th.

By the way, I'm almost positive at this point that my core dumps were due
to using -O3 instead of just -O2 with gcc.  I'm now running with almost all
modules compiled in, and it's rock solid.

Kudos to Ben for getting so many Win32 issues dealt with!
