Looks like upgrading_to_1_3.html was indeed updated, the src/CHANGES entry
is OK in my opinion but could be improved, the ./CHANGES file should
probably have an entry about this.  Anyone who wants to weather the debate
can check out the mail logs, at least the logs of the CVS changes,
particularly of 1.3/STATUS.
