It's not really an error, but perhaps it could be cleaned up a bit.  It's
this way for "new_features_1_1.html", and 1.0, etc.  Maybe changing
header.html to something like

<DIV ALIGN="CENTER">
<IMG SRC="images/sub.gif" ALT="[APACHE DOCUMENTATION]">
<H4>Apache HTTP Server Version 1.3 Documentation</H4>
</DIV>

would be better?
