Subject general/1957: can't install from downloaded Win32 exe (fwd)

I really don't know what we are going to do about win32 bug reports.  It
is just suck a damn pain with all sorts of odd broken things.

Then you get the dumb reports:

"How-To-Repeat: yes"
"Fix: Try to install it"

Sigh.
