Not really.  It says "1.3" because the stuff on the Web site is a checkout
of the living documentation.  As we work on 1.3, we update the documentation
(theoretically ;-) and so the Web site shows information about features
and changes that aren't in the latest official release - but are forthcoming
in the next.  We added the "1.3" header because people were trying to
use new features (found on the Web site) with older software (which
obviously didn't support them).
