I haven't said much about the whole topic yet. But from what Ralf said
I +1 it (even for the 1.3.x cycle) because
a)  it complements the top-top level Makefile which until now was a joke
    (first time thru it copies Confoguration.tmpl to Configuration,
    but second time thru it's just plain worthless).

b)  as Dean noted it does the tasks we all did manually, but it controls
    what is done and assures it's done the way the user intended it to.

c)  if we don't start at 1.3.x using it we'll never get to using a
    better configuration tool  ;-P
