Of course.  But a language can help you structure things such that it is
easier to make it threadsafe.  Take a package like flex for example.  The
only way to get a thread-safe parser out of flex is to use flex++ and
compile with a C++ compiler.  Or one can go nuts (like was done in the PHP
project) and one can hack the regular flex.
