What if someone really wants a \ at the end of the line on a RAW_ARGS type
directive?  RAW_ARGS have arbitrary quoting rules.  You can't do
continuation lines or end-of-line comments without eliminating all uses of
RAW_ARGS.  That's why I've given -1 to this stuff in the past. 

I'd love to see RAW_ARGS eliminated.  But I think to do it without
radically changing our parsing you'll have to create an argv style command
type.  It could just provide an array_header, each argument having been
parsed already.  The advantage to this is that quoting is dealt with in
our central standard parser, rather than in modules... which enforces
consistency.
