Our wheel is slower... with an autoconf'd project when a file is added,
and a Makefile.in is modified, then you need only run ./config.status to
get those changes into your Makefiles. In our case, ./Configure has to be
run... and it is very slow:

[2]twinlark:/var/home/www/src/apachen3/src% time ./Configure
Using config file: Configuration
Creating Makefile
 + configured for Linux platform
 + Adding selected modules
    o status_module uses ConfigStart/End:
    o db_auth_module uses ConfigStart/End:
 + using -ldb for mod_auth_db
+ doing sanity check on compiler and options
Creating Makefile in support
Creating Makefile in main
Creating Makefile in ap
Creating Makefile in regex
Creating Makefile in os/unix
Creating Makefile in modules/standard
Creating Makefile in modules/extra
3.880u 4.940s 0:14.35 61.4% 0+0k 0+0io 32971pf+0w

Almost 15 seconds just to rebuild my Makefiles.
