It's for frame busting. If some parasite puts your site inside their
frames then that header (or BASE TARGET="_top">  in the HTML <HEAD>)
will cause any links in that page to nuke the frames.

This is useful since there are lots of parasites out there eager
to sell an ad or two on the back of someone else's hard work.
