i know of no-one who uses CGI to output static output of any sort in the so
called real world. that's why we've got HTML i guess (Grin). the
performance penalties of outputing static content using CGI just makes it a
bad idea. in fact, for most CGI output it is very desirable that it not be
cached anywhere (proxy or otherwise)  for this exact reason.

caching CGI output doesn't really make sense as a result (sorry).
