Subject WIN32: patch to allow for Doug's -c option

Apache on Win32 curently uses the -c command line option internally when
running children. This means it can't be used for Doug's -c "cmd" option.
The internal -c should be changed. Say to -Z, which is already reserved on
Unix for Unix specific functionality (SIGSTOP, which doesn't even exist on
NT). This patch makes Win32 use -Z for its internal use, rather than -c.
