It's correct to complaint about <Location> within .htaccess because they
don't work within .htaccess... location_walk uses a per_server config
vector to get the list of locations so it's not modified by any
per_directory stuff like .htaccess. 

There's a related bug:  We don't complain about <Files> within <Location>,
and they definately don't work there, see PR#379.
