It isn't just the protocol issues, but some of the server request handling
that gets confusing here.

(assuming you refer to a request that asks for the whole range)

No, we aren't happy.  There is a bug or not-the-best-way either way you
advocate doing it; once someone decides which way we want, we can fix the
bug that is appropriate for that way.

Both are legal, AFAIK.  I think Roy likes not sending it as a range (in
which case we need to fix it to send an Accept-Ranges: header in this
case) and Alexei likes sending it as a range (in which case we have to fix
it to do that).
