Use a seperate repository.

Then those of us who don't care for such things don't have to take special
effort to always avoid wasting time updating it.  Then it can be handled
seperately.  Then it doesn't screw things up.

An ideal system would be able to keep threads of discussion on the message
in a file associated with the patch.
