If something is appropriate for 1.3 then it is appropriate for 
1.2 _unless_ it is a change that is just too big to make in 1.2,
not a bugfix, etc.

Going off claiming that what is done in 1.3 is completely unrelated is
silly.  I haven't seen any arguments against it this time other than "oh,
I don't like it". 

Note that I am not saying it necessarily needs to go into 1.2, but
simply that saying it is a bad idea is bogus.
