My goodness, of course not!  In fact, if PHP/FI-x.x is already present in
SERVER_SUBVERSION, mod_perl's Makefile.PL would turn that string into:

 Stronghold/2.1.1 Apache/1.2.4 PHP/FI-2.0 mod_perl/1.07

Same if it was a proper: PHP/2.0
My guess is SERVER_SUBVERSION was defined by human fingers.  In which case,
mod_perl's Makefile.PL won't touch it if it already sees =~ /mod_perl/
