apache will complain:
% ./apache_1.3b4-dev/src/httpd
fopen: No such file or directory
httpd: could not open error log file /usr/local/apache/logs/error_log.

Should we only do the
!(strcmp(fname, server_root_relative(p, SERVER_CONFIG_FILE)))
check
if(server_pre_read_config->nelts || server_post_read_config->nets) ?
