It's a good way to light a fire under our butts though.  Currently, apathy
leads to maintaining the status quo, which doesn't discourage apathy.  In
commit-then-review, apathy could lead to a denigration of the code, which
does a good job of discouraging apathy.  I know I'd give a lot more code a
thorough look.  So long as folks don't mind me quoting sections of patches
and asking for clarity sometimes :)
