Probably. (Unless _their_ 'tr' suffers from a different bug ;-)

Actually, I wouldn't enforce LANG=C for the whole compilation process. 
But for the Configure part, it'd probably help. Users without NLS bugs
might disagree, however, when all utilities print their errors in english
instead of their native tongue.
