I can think of two possible explanations:

a) They don't want to confuse people with the truth (i.e. that this
stuff might be not only cheap, but actually free).

b) From a journo's point of view, software comes in two flavours:
"commercial software" which arrives conveniently packaged and possibly
with a nice man to set it up, free, and "shareware" which you have to
tediously search for on the 'net, download at a snail's pace, and then
figure out what to do with, also free. I think we can all agree which
kind is better.
