Granted. But they need a "useful subset". In an intranet, for example,
a server is often useless if it doesn't have the proxy module compiled-in.
The same holds for mod_rewrite: Apache's functionality would be severly
disabled by leaving it out.

The optimum solution would IMO be to get mod_so up and running, and to
include the "sensible module cocktail" in the form of *.so files to
the binary distributions.
