I agree about signals under Win32. I see no way to send a SIGUSR1 or
SIGHUP using the Win32 API. In a previous Win32 server, we did 
everything
with either the Service Control Manager under NT or events under 
Win95. We
had one  module that handled it via conditionals so the rest of the 
server didn't
care.
