    Yes.  The rest of the discussion was in my reply to the [STATUS]
    message.

    I'm proposing this patch so that Configure gives a little direction
    when it doesn't have a Configuration file - whether because it's
    been removed or because it wasn't provided (irrelevant).

    I'm also proposing that we stop the "accepted practice" of providing
    a Configuration file in tarballs which do *not* include an httpd
    binary.  I think the only time we should provide a Configuration
    file is when we provide an httpd binary that was built from it.  The
    Configuration.tmpl file is *not* ready for out-of-the-box compilation
    on every system - the user has to exercise a little judgment.
