Erm... any 8bit octets are allowed.
Octects 0-31, 127 and <"> are _not_ allowed.

I haven't checked the RFC for this, but IMHO %-encoding is not allowed within
the WWW-Authenticate header.
%-encoding is only used for URIs, isn't it?
