Subject [BUG?] Allow: header if OPTIONS disabled

Hi,

Imagine the following configuration:

 <Location /foobar.html>
 <Limit OPTIONS>
 deny from all
 </Limit>
 </Location>

This will prevent clients to do an OPTIONS request, but
on a POST request Apache outputs an 'Allow:' header:

 HTTP/1.1 405 Method Not Allowed
 Date: Sat, 04 Oct 1997 21:11:43 GMT
 Server: Apache/1.3a2-dev
 Allow: GET, HEAD, OPTIONS, TRACE
 Connection: close
 Transfer-Encoding: chunked
 Content-Type: text/html

Is it really intentional to output an Allow: header if OPTIONS is
disabled?
