No, NCSA used /usr/local/etc/httpd....

I'm fine with /usr/local/apache I guess, but only as a compromise between
many different models.  I'd be much happier with:

config files in /usr/local/etc/apache/
binaries (apache & suexec) in /usr/local/sbin/
logs/lockfiles in /var/log/
httpd pid file in /var/run/
coredumps in /tmp :)
