	We have a whole sprinkling of 2.5 and 2.5.1 machines with 
	various levels of recommended patches on them, and on every
	one the tcp_rexmit_interval_intial is 3000.

What patches are you running?  Does a:

% grep tcp_rexmit_interval /etc/rc2.d/S*

turn up anything?
