IIRC, this was changed a while ago, when we discovered that the
module_names list was broken if you used any sort of dynamic module
loading/unloading, and that we already had names for modules in the form
of m->name. So you should now use:

<IfModule mod_rewrite.c>
blah blah
</IfModule>
