As a replacement for mod_log_referer I'd give it a -1 because it
behaves differently. Anyone who used it as a replacement would find
their main access_log suddently shrinking to almost nothing.

If it is just another feature then I'd +1 the idea since it has other uses.

Sure, but please don't remove mod_log_referer until the replacement is as
functional.
