Oh yeah OPTIMIZE_TIMEOUTS is part of the core, but that thing I did there
was just because I didn't want that code to run, but I didn't want to
delete it until I was done the patch ... easier than having to cvs diff
and snarf out things you deleted then later wanted back.

OPTIMIZE_TIMEOUTS is set for any arch that isn't using scoreboard files. 
It's essentially the opposite of SCOREBOARD_FILE, but makes it easier to
back out of optimized timeouts if for some reason they cause problems.
