Location parsing occurs after directory_walk so you cannot control
symlinks with Location.  There are other similar subtle differences ...
like you can't control AllowOverride.  Essentially Location is useful only
for controlling the URL space, whereas Directory/Files control the file
space behind the URLs.  There could be multiple URLs that map to the same
files via Aliases/whatnot, and in these cases you probably want
<Directory> to control those files.
