Erk.  Anyone running a cron job that deletes ALL files in /tmp
is going to induce some really sweet behaviors, and the correct
operation of their httpd will be the least of their worries.  A
normal setup is to clear /tmp on bootup, and periodically clear 
all files older than seven days or so.
