Subject directory restrictiosn in access.conf-dist

Is there any reason why the /usr/local/etc/httpd/htdocs Directory section
couldn't be replaced with one covering /?  Currently it doesn't cover user
home directories.  I think it should.

Is there any need for the seperate cgi-bin directory setting?  The only
thing it changes is stopping symlinks from being followed.  Indexes are
already disabled by the fact that the ScriptAlias tries to run it as a
script.

I propose consolidating them into one Directory section covering /.  It
has the advantage of not making people edit access.conf depending on where
they install Apache.
