The old way is how we have agreed several times to do it. It is better
because "pre-release" tarballs leak out, and then we don't know which
version people are really running.

If a tarball with 1.2.2 as the version is not ultimately used for a
release, then we have to bump the release number to 1.2.3.

We already had to do this once in the past.
