Isn't Options a beast waiting to die a quick death?  I mean, is there
anything Options provides that couldn't be done just as well with
directives for each possible argument to Options?  Then each function could
be split up cleanly per module.  I.e., instead of "Options Includes", a
"IncludesOn" directive or something.  I'd have no problem asking people to
rearrange their config files to support this (or providing a neat sed script).
