If we're gonna do a source re-org, then it makes sense for
Configuration not to be totally backwards compatible (ie:
not handle Modules but require AddModule)

Let me know, because I plan on fixing Configure anyway to do the
Makefile.config/TestCompile stuff better (ie: more "correctly")
