No, because authentication is a *good* idea when using PUT. ;-)
And the Script directive needs (AFAIK) an absolute url-path.

Example:

  <Files /usr/home/sfx/public_html/.put.cgi>
  require user sfx
  </Files>

  <Directory /usr/home/sfx/public_html>
  Script PUT /~sfx/.put.cgi
  </Directory>
