    I envision it being a RSRC_CONF directive, and the setlocale() call
    being done exactly once.  I want a directive so people can elect to
    either have the locale information in the httpd environment
    (including logging, SSIs, CGI, et cetera) - or not.

    So I guess that means a +1 from you..
