It's not that platform specific.  bind itself has this problem.
It is compiled with a specific FD_SETSIZE and won't deal with any
descriptors above that.

It's a defensive measure really ... rather than us having to wait for
individual bug reports to come in about libblarg on whateverOS we just
fix it and wait for bug reports to come in about F_DUPFD not working.
The latter are probably fewer, as I mentioned, because I've used
F_DUPFD for the same reason in my mud code for years on many different
architectures (and my co-developers have worked on even more) ... and
it's not conditional in my mud code, it's always enabled.

As far as being run time configurable ... dunno, no opinion.
