however my mirror has had a whopping 10 downloads of apache_1.2.0.

Brian you should really consider doing round robin A for www.apache.org. 
Or maybe create a download.apache.org just for the big downloads and stick
apache.arctic.org in there.  I should have the same path structure that
you do...
