Dean(?) made a suggestion some eons ago about creating mirrors under
apache.org.  I like the idea, but only for mirrors run by "trusted
people".  No, I can't define that.

The other option is to do like FreeBSD and have things like
www.ca.apache.org, www.uk.apache.org, etc.  

I still have some thoughts to add on the mirroring issue but haven't had
time yet... sigh.
