I've read user comments that b8 is a significant improvement over
b7, so mybe he needs to start there.

Netscape Enterprise 2.01 vs Apache 1.2.b7
We have 2 identical machines. Ultra 1s 192mb RAM
Netscape on one, Apache on the other.
Using Cisco's LocalDirector to direct traffic based on least
number of connections.
Netscape has it's DNS lookup turned off and runs away from the 
Apache server in the number of hits.  Turn on DNS and the Apache
wins, hands down.
Now I turned off DNS lookup on the Apache server, expecting some
great increase but to my dismay, the Netscape server is still
rocking meaning it still services connections quicker.
Netscape recommended KeepAlives turned off so I also turned it
off the Apache server, no change.
Both machines have the same Docroot and such.
I just expected the Apache server to fly with DNS lookup turned
off, I was disappointed.
Before I move to the Netscape servers, anyone have more
recommendations on speeding the Apache server up?
(Yes, I'm aware of even more variables between the two but 
I have tried to make them as equal as possible.)
