Subject rlimits

While compiling Roy's suexec patch on linux or irix I got:

util_script.c: In function `call_exec':
util_script.c:428: warning: unused variable `conf'

because they don't define HAVE_SYS_RESOURCE_H in conf.h.

Yep I'll bet this will fail to compile on some linux systems.  I wish
I had time to tweak Configure to define LINUX1 and LINUX2 so we can
stop changing the defines for 1.0 and use what works in 2.0.  That would
probably eliminate the need for LINUX_TWEAK as well...
