I've never done any work to make it work with a scoreboard file.  I don't
use them and don't really care about them.  I didn't originally intend
this patch to go into 1.2 but lots of people want to see it, and I can
understand why.  I suggest we just document it as not working with a
scoreboard file. 

Oh yeah and I should remind that we were just going to drop graceful
restart as a feature until a few days ago :) 

That said, the fix is probably to just avoid closing the original
scoreboard file when doing the clear_pool and crap.
